In-Home Supportive Services Public Authority

 

Effective Thursday, October 15, 2009, all Public Authority benefits questions and correspondence will be handled by the Health Care Employees/Employer Dental & Medical Trust (also know as Dublin Insurance Services).  They will also manage existing and new enrollees to the waiting list for insurance.  Dublin Insurance provides translation in Spanish and Russian.

Please send benefits related correspondence to Dublin Insurance. Do not send benefits information or call the IHSS Public Authority or Payroll for such issues.  Doing so will only delay a response from Dublin Insurance (see contact information below).

MEDICAL AND DENTAL INSURANCE is available to providers who meet the eligibility requirements (up to available funding). Currently insurance enrollment is full. Providers may enroll on a waitlist. Waitlist applications are date stamped when they arrive, and waitlist numbers assigned in the order in which the waitlist form arrives in our office. Insurance enrollment is taken from the waitlist numbers.

Enrollment in the benefits program requires that you meet and comply with ongoing eligibility, timesheet, and enrollment deadlines, and pay the monthly share of insurance premiums.Enrollment is not automatic.

ELIGIBILITY – MEET MINIMUM WORK REQUIREMENT

You may enroll on the waitlist if you have been paid 75 paid hours or more per month (by timesheet deadline) for three (3) prior consecutive months. While on the waitlist, you must maintain a minimum of 75 paid hours each month to stay eligible.

TIMESHEET AND ENROLLMENT DEADLINES

The deadline for receiving completed timesheets at IHSS Payroll (3725 Westwind Blvd) is 5:00 p.m. on the 15th of each month for hours worked the month prior. Timesheets are received when they arrive at IHSS Payroll at 3725 Westwind Blvd, Ste 101, Santa Rosa, CA.

Timesheets may be

  • Mailed: IHSS Payroll, PO Box 1539, Santa Rosa CA 95402,
  • Hand delivered to 3725 Westwind Blvd., Suite 101
  • Timesheets drop box: 3725 Westwind Blvd (brown box on south side of building)

Complete timesheets are used to verify hours; incomplete/incorrect timesheets are returned as hours not verified. We are not responsible for timesheets payroll has not received.

THE WAITLIST

To apply for the health insurance waitlist, call (888) 838-5370.Eligibility on the waitlist is confirmed when you receive your assigned waitlist number. You must meet minimum work requirement each month to remain on the waitlist for insurance.While on the waitlist you do not have insurance.

THE HEALTH INSURANCE ENROLLMENT APPLICATIONS

Enrollment application packets will be mailed to you approximately 2-4 months before enrollment.Follow the instructions and meet the enrollment application deadlines. Confirmation enrollment date will be mailed to new enrollees.

INSURANCE PREMIUM AND UNION DEDUCTIONS

Upon enrollment in insurance, providers pay a premium of $25 per month for the medical insurance and $6 per month for dental insurance. Providers must pay their share of union dues and insurance premium(s).
